Millions in tax owed to Greenwich and Lewisham Council

The News Shopper has reported that Greenwich and Lewisham councils are owed a whopping £16,132,000. Erm... how much? When Greenwich Council thought I owed them £400 in council tax (I didn't) they came down on me like a ton of bricks.

Apparently, those are the figures for uncollected council tax rates and non-domestic rates. How has the figure got so high? Is anyone paying council tax? This figure is all from 2009/10 (and I'm shocked it's so high to begin with).

I'm curious to see developements with this story, but I'm not expecting the outcome to be pretty.
